Overview
Unofficial capital of all
the outer solar system Titan has proved remarkably easy to
colonize. Its atmosphere shields the human settlements from
harmful rays and meteorites (a constant danger from Saturn’s
turbulent rings). The resulting light and easy to make settlements
even run off the abundant methane atmosphere. Possibly due to its
large population, Titan has more than its usual share of folklore
concerning "things in the swamps". This nonsense aside, a
disturbing number of people do go missing when alone on Titan’s
surface. Experienced travelers go in pairs.
Initially lakes of ethane
were fairly small and sparse but thanks to a terraforming project
gone wrong the planet is now 50% covered in an ethane ocean. (See
project Genesis files).
Physical information
Titan is the largest moon
of Saturn and the second largest moon in the solar system, after
Jupiters moon Ganymede. Tthe "moon" it is larger than the planets
Mercury and Pluto. Its atmosphere is denser than earth. Titan's
air is predominantly made up of nitrogen with other hydrocarbon
elements. These hydrocarbon rich elements are the building blocks
for amino acids necessary for the formation of life. Titan's
environment is similar to that of the Earth's before life began
putting oxygen into the atmosphere.
Titan's surface
temperature is about -178°C (-289°F). Methane is below its
saturation pressure near Titan's surface, lakes of ethane exist
that contain dissolved methane. Titan's methane, through
continuing photochemistry, is converted to ethane, acetylene,
ethylene, and (when combined with nitrogen) hydrogen cyanide. The
last is an especially important molecule; it is a building block
of amino acids.
Titan has about a tenth of
the gravity of earth and so visitors to Titan will notice a
definite sliding and clumsiness to some of their
actions.
Project
Genesis
This was an enormous
project embarked upon by the Collective. Eight enormous atmosphere
processors were built all around the planet with the aim of slowly
terraforming Titan over a period of a few hundred years.
Unfortunately the break up of the Collective was ruinous for the
project. Two of the Genesis sites were destroyed in raids launched
by pirates with this damage the rest of the network went haywire.
The finely balanced calaculations quickly span out of control and
as the war raged the automated sites subtely changed Titans
atmosphere. What semmed like a minor change has turned out to have
long reaching consqeuences, the addition of HGS into the
atmosphere increased the amount of lqiuid ethane until they grew
to enormous pceans which is how the planet looks
today.
The Genesis sites were all
eventually turned off but the sites themelves have been converted
into all manner of hideouts or bases across the
planet.

Titan
TITAN POLITICAL
REPORT
Titan was the first major colony to win its
independence from the Earth Collective . Although the Collective
still regards itself as the legal owner of Titan it no longer
regards re-conquest by force of arms as a real possibility. In
accordance with this de-facto recognition if independence
Collective transports are allowed to refuel and take supplies on
Titan. Collective citizens are also allowed to visit Titan to
visit the graves of fallen relatives at one of the numerous
war-cemeteries around the planet. To support these Collective
citizens a small "Bureau of Collective Affairs" which is like a
mini-embassy. Rumors have constantly circulated that some of the
staff of this Bureau act as espionage operatives for the
collective.
Titan has a central government called the
Titan Council, which in effect is simply a body that decides on a
common foreign policy. A representative from each of the colonies
on Titan is sent to the Council where they vote on "matters of
planetary importance". Almost always this means trade or relations
with other planets. The council is cautious to interfere or judge
the internal affairs of any colony on its surface even when
flagrant violations of human rights occur. This is a new born
nation/world which is unwilling to risk fracture by dealing with
its problems at home.
Maklov
Industries
Founded in the town of Maklov Ukraine by
Dimitri Popov and partners, Maklov weapons are known for their
reliability and rugged design. The Maklov Laser carbine has become
a common sight in militias throughout the Solar System. Maklov
weapons are so widespread that most users simply describe a Maklov
weapon with the designation "M" such as the M1 Carb for the Mk1
laser carbine.
Maklov corporate headquarters is now located
on Titan. The move to the Orange planet has been a recent one.
High taxes and regular legislation on earth from the Collective
persuaded Maklov that they would do better off world. Its
headquarters sit astride the northern polar region and is heavily
defended against intrusion. Rumor has it that the Titan Council
has effectively been ignored by Maklov industries in its refusal
to allow government teams to inspect the enormous underground base
that has been constructed there. Rumors that the underground base
is actually a large archaeological dig that has found something of
non-human origin has been dismissed by both Maklov and the
Council. The fact that Maklov provides weapons to the Titan
council at hugely reduced prices may be a factor in this
compliance.

The Gehlen family.
Otto Gehlen arrived on Titan with the rest
of the German colonists in the Tethys. Gehlen was an out of work
bank clerk who had managed to scrabble together enough money for
the trip. The detour to Titan made little difference to him, he
was glad to be away from Earth and the recession that had gripped
Mainz, his home town.
Gehlens arrival on Titan was at a time of
complete discord. With starvation rampant and the streets
teetering on anarchy it seemed an unlikely environment for a man
to set up a business empire.
During the long trip from Earth the Tethys
colonists had taken up many pastimes including gambling. Quickly
people began to bet more than they actually owned and a system of
IOU’s developed. The ships captain refused to have any part in
gambling which he strongly disapproved of and people looked about
for an honest broker who could keep track of the IOU’s. Otto
Gehlen was the obvious choice.
A quiet and reserved man, Otto Gehlen had
developed a reputation as an honest and kind fellow if a bit
boring. He was famous for having no sense of humor and when a joke
was told he would look deep in thought as if trying to find the
meaning of the words until the whole company would burst out
laughing again, this time at Gehlens expense. He took it all in
good sport and quickly became an endearing character on board
ship.
When Gehlen was asked to hold some IOU’s for
gamblers he agreed but insisted that if he was to do so he must be
paid 1% of the IOU itself as a fee. His reputation as an honest
broker skyrocketed and soon most gamblers used him as their
broker. It was while running this business that he first started
using violence as a business tool. Never a gangster Gehlen never
the less was intolerant of those who ignored him or flagrantly
tried to cheat him. During the trip at least six crew members were
"mugged" after ignoring Gehlen.
When the Tethys made landfall on Titan all
the major banks and commercial institutions had long since fled
this obviously doomed world. Otto Gehlen saw an immediate
opportunity. The arrival of the Tethys was likely to save Titan
which meant that one day business would again thrive on this
world. He had a small period of time in which he could work free
of competition before the large corporations returned.
His expansion was stunning. Setting up a
banking service available to Titan citizens on board the Tethys
thousands rushed to put their money somewhere safe. In fact it was
mostly the reassuring bulk of the enormous colony ship that
inspired the trust of the customers but that was all that was
needed. Within a year he owned the largest bank on Titan, within
five years he was the richest man in the Saturn system.
Strangely Gehlen is not a famous man. This
is almost certainly by design. Notoriously secretive, there are no
legal photographs of him. Always preferring to work behind the
scenes Gehlen has never made a public announcement neither has he
ever endorsed a political candidate. This gives the false
impression that he is not involved in politics. In fact he is
easily the most powerful political figure on Titan. At least 40%
of the council is said to be on his payroll or under his
influence. New taxes only ever seem to get imposed on industries
that he does not own and banking licenses are almost impossible to
get. Obviously this has brought him into conflict with other
business interests and numerous mercenary battles have taken place
at outposts all over Titan between the interests of Gehlen and
corporations such as Maklov and others.
Gehlen was a bitter rival of James Morgan in
business but oddly it is known that they exchanged "Tethys day"
gifts every year and their wives were allegedly great friends who
together built up Titan Cities high society with its gala balls
and huge opera house.
Today Otto Gehlen is still actively in
charge of running the family business. A remote figure never seen
in public, his villa is always crowded with dignitaries or
ambassadors coming to "seek advice". He has however started to
delegate some of the business to his children Viktor and Anna.
Viktor Gehlen is much more high profile than
his father. A favorite of the tabloids he is regarded as something
of a playboy, always seen with a new companion on his arm. He is
often invited to dinners with enemies of the Gehlen family who
obviously are angling to influence the Gehlen heir who is regarded
as a bit of a mental lightweight. More suspicious commentators
have suggested that this is just yet another sinister scheme of
Otto Gehlen who is deliberately sending out his son to draw his
enemies out into daylight.
Anna Gehlen is an unattractive woman.
Pictures show her as being over weight and with a pasty
complexion. This does not appear to concern her in any way. She
has taken over the financial side of the Gehlen business empire
and is by all accounts held in awe by her staff who regard her as
a business genius.
The Gehlen family often employs mercenaries
or adventurers but this is almost always done through a deniable
proxy agent.
Psionics
Psionics are fairly low profile on Titan.
Although people do not regard them as "evil" there is never the
less a common belief that they are "different" and somehow
tainted. They are viewed with the same kind of pity/fear as lepers
used to be in ancient Earth. Families who have a psionic child do
their best to hide the fact or if they are particularly open
minded will send the child off planet to the Psionic Institute
where he/she can be raised "with their own kind".
The Institute maintains several small
offices on Titan usually discretely located within large office
blocks. Any institute that is located on an open street would be
defaced immediately.
The institute never the less does a roaring
business hiring out Psionics to various factions around the
planet.
Psionic
The Lo-Toah Monastery
Headed by Peter Chen this religious group is
fiercely anti-collective. Believing it has divine guidance this
group of "humble monks" can be found on many Titan battlefields
fighting on the "side of righteousness" , most often this side
tends to be the one that pays the most.
The
Collective.
Always ready to subvert Titan
independence by any means available the Collective has been blamed
for numerous incidents over the past few years. The most senior
Collective official on Titan is "First speaker" Trenchant. A
charismatic figure he is a well polished media spokesman being
able to brush over even the most outrageous offenses with a smile
and a soundbite. It is in part due to his skills of diplomacy that
Titan has not forcibly ejected those Collective citizens who
remain on the world.

All names of physical areas on Titan
are named after Germans. This odd naming convention occurred after
the great famine of 2210 NE. As the Collective buckled under the
strain of empire it was forced to cut back on supply transports.
Eventually Titan was supplied by a single transport which arrived
once every six months. Predictably it eventually ran into trouble
and in 2209 the Collective Transport "Jehova" ran into engine
trouble and was forced to return to Earth. After the transport
failed to arrive the people of Titan started to die. Starvation
was only a major concern in the more remote provinces but
everywhere the lack of tool replacements and manufactured goods
stuck a terrible blow.
After six months the Collective
announced that its next Transport was on the way however it was
clear that the extra year required for it to arrive would be too
late for the colonists most of whom would surely perish by
then.
At this point the German colony ship
"Tethys" on the way to colonize the moon of the same name came to
the rescue. The ship was made up of families who had saved their
whole lives to afford a passage on the colony ship with a dream of
forming their own nation on the Moon of Tethys. To a man they
voted to abandon their mission and instead struck course for
Titan.
Upon landing at Titan City they
quickly set about distributing their hard earned supplies to the
grateful colonists. Holo-Vids still remain of the out pouring of
joy that this gesture brought across the whole solar system. Here
was an act of self sacrifice that all could take pride
in.

The citizens of Titan immediately
renamed all planetary features after Germans and promised to help
them colonize Tethys when they were able. After another 20 years
Titan finally made good on its word and the children of those
German colonists today live on Tethys. Unsurprisingly links
between the two worlds remain incredibly strong and their alliance
remains one of the few iron clad defense treaties in the solar
system.
Places of Interest.
Kaiser city.
A nation in its own right Kaiser city
is the most populous colony on Titan. It has also shouldered the
largest burden of the wars in which Titan has fought. Its
political system is a watered down version of the Collective.
Citizens vote on every major issue but are not required to vote on
most day to day matters which are handled by the President of
Kaiser who is elected once every six years. The current holder of
this office is Vladimir Dosky a war hero who surprisingly has been
working hard to dismantle the large army of Kaiser to reduce the
tax burden on the city.
Titan City
The old capital of Titan under the
collective. Titan city has been heavily ravaged by war. Its
population is now grateful for the limited peace it enjoys but is
governed by the Titan Peoples Militia ( large freedom fighter
group that helped drive the Collective from Titan). This military
rule started well but has quickly begun to spiral into a corrupt
oligarchy. Some citizens are now prone to hark back to the good
old days of the collective and trouble is once again brewing in
Titan City.

New Taiwan
After Taiwan fell in 2066 many of its
citizens fled China vowing one day to make a nation of their own
again. After a long and painful struggle a group of Taiwanese
under the leadership of Dennis Chen finally settled on Titan and
founded their colony. Fiercely independent new Taiwan has been
dubbed racist by some other Titan colonies due to its preference
for Taiwanese immigrants, however nearly 30% of its population are
non-Chinese by descent and its current President Pierre Bourdieu
is of French descent. New Taiwan’s interests are all in trade. The
richest colony on Titan it houses its largest bank and also a
thriving currency market.
Galland
A bleak penal mining colony , its
citizens are made up of ex convicts (and surprisingly a few
guards) who declared independence after the Collective was forced
off planet. Galland is currently ruled by "Boss Lin" a convicted
murderer who rules the colony with a heavy hand.
Galland is the home to much of the
piracy on Titan and also deals heavily in slaves (especially
women). The revulsion these practices stir up amongst other Titan
citizens is hard to judge but the Galland representative is
allowed to sit at the Titan Council. There are constant noises
from Vladimir Dosky of Kaiser city that he intends to move into
Galland and "clean it up" but other colonies are afraid that this
will simply increase the already substantial power of Kaiser
making it Titans effective ruler. The pressure of public opinion
to do something about this "rogue state" is growing across all of
Titan.
Morgan Base
Location: Titan 33’ 46", 20’

Morgan base was founded in 184 of the
Collective Era. The Collective built base was originally intended
to be part of a massive terraforming project which was meant to
come online within ten years. Its namesake James Morgan is a
legend on Titan (see inset). Unfortunately the project fell apart
when the succession wars began. (See project Genesis)
During the wars Morgan base was used
as the primary barracks for the short lived "Titan peoples
militia". This militia was the first group to declare an armed
conflict against the collective. Unfortunately for them the
collective was still very strong and after a week long siege the
base fell. However Morgans base has since attained a near mythical
status in the minds of Titan colonists and the story of the "last
stand at Morgans" has been re told in many holo-vids.
Today Morgan base is a hotly
contested bit of real estate. Militias, Pirates and colonists
often attack the base from the previous owners to make use of its
excellent location and still working power systems. Mercenaries
are likely to find work all the time in the Morgan base
area.

The battle resulted in a victory
though it was a costly one. Kliest’s company held through sheer
tenacity and the will of Captain Kleist. After a succession of
attacks, the militia forces were beaten off. 15 men of Kleist’s
command were left standing, though all wounded in some
manner.
Captain Kliest was reported to
have responded to a query from his divisional commander as to
whether he could hold till relieved with the following heroic
response: "There are not enough Gott Damnt rebels in the system to
take this Verdaamt ridge from me…!"
James
Morgan
A merchant marine sailor on earth
James Morgan decided to leave after the ship he sailed on was sunk
in a large storm off the coast of Malaysia. Rescued by the local
coast guard after spending 2 days clinging to his life jacket his
first words were reputedly "This is Gods way of telling me to
leave." One year later he made landfall on Titan looking for work
in the new colony. He began doing repairs on the local boats which
were used by the colonists to traverse the Methane ocean and his
business grew rapidly. One he had enough capital he expanded his
repair business to boat manufacture and within a decade had a
virtual monopoly on all ship construction on Titan.
At the time of his arrival boats were
used almost exclusively for recreation of personal travel. Morgan
quickly realized that although currently all heavy freight was
delivered from space, Titan colony would soon be manufacturing at
a massive rate and they would need freight
transportation.
Setting up Morgan Shipping LTC he
quickly built up a fleet of a dozen super freighters and amassed a
large fortune. In 190 CE he purchased Morgan Base (then known as
Ti-Terra 12) to be used as a refueling stop and shipyard as well
as his corporate headquarters. Unfortunately for him war broke out
in that same year and the economy of Titan collapsed. The
Collective governor of Titan passed a law requisitioning his fleet
which prompted Morgan to revolt and join the side of the rebels.
Acting now as a navy for the military forces of the rebellion
"Admiral" Morgan gained a reputation as a daring captain staging
several successful raids on Titan city. His navy effectively kept
the vastly stronger Titan army unable to move around the moon and
enabled the rebellion to spread very successfully amongst the
distant colonies. The Rebels named themselves the "Titan peoples
Militia" and declared Titan independent.
But his days were numbered. A brigade
of Collective Commandos was dispatched from Jupiter and landed
south of Morgan base. Pushing north through the slush and hills of
Titan the brave Collective forces destroyed the rebel ground
forces piecemeal. Although Morgans Navy was useful in the battle
it could not play a decisive role due to the nature of the land
war.
After a week long bloody battle
around the base it fell to collective forces who quickly then used
it as a spring board to reclaim Titan itself.
It was seven more years of fighting
before the Collective was once again driven from
Titan.
Morgan himself sailed off in his flag
ship "Liberty" towards the southern ice floes where it is assumed
he and his crew perished. Local legend has it that in times of
need the "Liberty" and captain Morgan will return from secret
bases located deep under the arctic cap. Skeptics point to a
vessel wreck discovered by radar 200 miles south of Morgan base
that would seem to be of a similar mass to Morgans ship. Given the
lack of resources and remoteness of the location no one has yet
mounted an undersea expedition to confirm or deny this
wreck.

REPORT
Political:
Titans
political structure is surprisingly civil. On most other worlds I
have visited political debate is usually decided by who has the
biggest gun, on Titan there is a working government of sorts. The
planet is basically half a dozen city states. Each city picks on
others whenever it can, however this political struggle is usually
peaceful and any military conflicts are played down in the press
as everyone seems keen to avoid the kind of civil wars that have
rocked Jupiter's moons. This is probably due to the fear of the
Collective returning and taking over the world.
The only
one of the cities worth a damn is Kaiser city which is located to
the north of the world. Self styled "New York" of the outer solar
system is in fact a nasty little rats nest built around an old
Collective refueling station. Never the less you can buy just
about anything you would need there and you can walk down the
streets without getting shot so I guess its not as bad a place as
some.
The leader of Kaiser city is Vladimir Dosky some ex
grunt who had the guns to seize power after the war. He is
currently making a big show about disarming for the "peace of
Titan" but in fact most of his equipment is falling apart anyway
so all he is doing is scrapping the bits that already don't work.
Still I guess it makes for good PR. Although it seems likely he
would like to be ruler of Titan I see no indication that he would
use force to achieve this neither does he have the force required
anyway.
Most of the other Cities are too buzy trying to
feed themselves to cause too much trouble the only problem child
being "Galland."
Galland is a legal pirate base as far as I
can see. It is tolerated by the other cities only because its too
much trouble to actually go and invade and also because it is at
least discrete when attacking ships bound for Titan. I suspect
however that Galland may well be a center for piracy throughout
the outer solay system and the Rangers should consider a raid on
this place before it gets out of hand.
All the cities get
together on the Titan council which is a talking shop for griping
about complaints. It actually has scored some minor successes as
well. It inherited most of the Collective bureaucracy and so has
some experienced civil servants who do their best to get the job
done which limiting the schemes of their political masters
wherever possible. It is these civil servants who are mainly
responsible for the well managed power system and continuing
operation of communications satellites and docking
facilities.
Economic:
Taxes in Titan are
all drawn the same way. First the usual bunch of tariffs and taxes
on trade which has served to effectively reduce trade in the whole
orbit of Saturn. Luckily even the bunch of half wits who run Titan
know better than to make the taxes too heavy so things plod along
at an acceptable rate and tha black market is not excessively
large (black market probably accounts for around 30% of the
planets GDP.
Interestingly most cities also impose a "poll
tax" which is paid when a citizen registers to vote. The means
that in effect very few people vote which suits the ruling powers
very well indeed.
Titan produces a fair amount of advanced
goods in small factories around the planet and the presence of
Maklov industries on the world has helped its balance of trade
significantly.
Psychology
Being an
isolated community titan has developed many weird and unique
habits amongst its people Fortunately this are mostly minor and
does not compare to some of the collective psychotics we have to
deal with on other worlds.
Titans are very hospitable to
strangers. Even visiting Collective citizens are personally
welcomed into peoples homes and weary traveler's are always
assured of being offered a meal or a place to stay.
Titans
are also easily offended and any reference to them not being a
real world or the most minor criticism of them.
As a whole
Titans seem to regard themselves as the natural leaders of the
outer solar system and react to other powers with mockery rather
than fear. Their attitude towards us is mixed, on one hand they
are deeply suspicious of our motives but on the other arrests or
killings of famous pirates by us has increased our standing. It is
hard to gauge the reaction of any ground intervention on our part
but I imagine it would be fairly hostile.
Marriage
conventions are of note on Titan. Couples get married but do not
raise their own children. The women of each "dome" (Titan village
or town) take it in turns to mind children and take care of much
domestic work. Grandmothers in particular are often regarded as
the heads of the extended families. Men put aside one day a week
for community work where they go to neighbors houses to fix leaks
and perform maintenance. The system works fairly well and there is
no doubt that Titan society is fairly tight knit, this can lead to
difficulties for new comers.
Military
Titan has no unified military
command but does have a small fleet under the joint command of the
Titan Council. This fleet consists of one frigate and four
converted transports, they are competently manned and well
maintained. Ground troops can be provided by each city state if
the need arises but Titan has no ground planetary defense force as
such.
The military of each city state is basically the same
as after the war the fighters simply returned home and joined up
there. As an example I have attached a profile of the elements of
the 12th Firebolt division from Kaiser city which I was able to
observe during my trip.
